A 39-year-old Goodlettsville man who was previously convicted in federal court of sexually exploiting a minor has pleaded guilty to multiple federal charges involving the abuse of a child and failing to comply with sex offender registration requirements.
According to the U.S. Attorney’s Office for the Middle District of Tennessee, Bobby Lequan Council pleaded guilty to sexual exploitation of a minor, possession of child sexual abuse material depicting a prepubescent child, failing to register as a sex offender, and committing a felony offense involving a minor while required to register as a sex offender.
Because of a prior federal conviction for sexual exploitation of a minor, Council faces a mandatory minimum sentence of 35 years in federal prison and a maximum possible sentence of 90 years.
The investigation began in April 2025 when the Goodlettsville Police Department responded to a report involving material found on a phone Council was using. Investigators later obtained a search warrant and conducted a forensic examination of the device.
Federal prosecutors said Council admitted to sexually abusing the child and recording the abuse after waiving his Miranda rights.
At the time of the offenses, Council was a registered Tier III sex offender stemming from a 2012 federal conviction for sexual exploitation of a minor. Investigators determined he had been living at a residence in Goodlettsville since at least December 2024 but failed to update his sex offender registration to reflect the address.
Council entered his guilty plea before Eli J. Richardson. Sentencing is scheduled for Sept. 16.
The case was investigated by the Goodlettsville Police Department, Homeland Security Investigations and the United States Marshals Service. Assistant U.S. Attorneys Monica R. Morrison and Carlin Hess are prosecuting the case.
